Miguel Angel Moratinos Cuyaubé is a Spanish diplomat, lawyer and politician. In 2004-2010 he held the post of Minister of Foreign Affairs and International Cooperation in Zapatero Cabinet. He is a member of the Spanish Socialist Workers’ Party. During chairmanship of Spain in the European Union since January 2010 he has held the post of the Chairman of the EU.

Dr. Moratinos gave several lectures at SPbUHSS, which were published by the SPbUHSS Publishing House in a series “Selected University Lectures”.

Miguel Angel Moratinos takes part annually in the International Likhachev Scientific Conference, the world largest forum of the humanitarian knowledge.
